Pennsylvania Utility Rebate Programs Are Changing on May 31, 2026: What Contractors and Energy Professionals Need to Know

 

If you work on energy efficiency projects in Pennsylvania, there is an important deadline approaching that could directly impact your rebate opportunities and project economics.

All current Pennsylvania utility rebate programs under Act 129 Phase IV are scheduled to end on May 31, 2026, with new programs expected to launch in June 2026.

That means if you have projects currently in development, under construction, or waiting for submission, now is the time to review eligibility requirements and rebate availability before current funding cycles close.

Many contractors, distributors, ESCOs, and building owners assume rebate programs remain stable year-round. In reality, Pennsylvania utility programs are currently transitioning between program cycles, which means:

PECO — Currently in Transition

PECO is already transitioning portions of its program portfolio. Some applications and incentive categories are becoming more limited as the current cycle winds down. Project applications were due May 15. Current incentives are available for projects completed prior to May 31, 2026.

If you have projects in PECO territory, it is critical to verify current eligibility and submission requirements immediately.

PPL — Currently Open

PPL Electric Utilities programs remain fully open as of today.

However, with the statewide May 31 deadline approaching, contractors should avoid waiting until the last minute to submit projects.

FirstEnergy Pennsylvania Utilities — Partially Open

The following FirstEnergy Pennsylvania utilities are currently partially open:

  • West Penn Power Company
  • Metropolitan Edison Co (Met-Ed)
  • Pennsylvania Electric Co (Penelec)
  • Pennsylvania Power Co (Penn Power)

Some technologies and project categories may still be available, while others are already transitioning or becoming restricted. The Instant Discount program is closed for Met Ed, Penn Power, and some West Penn Power customers.

Duquesne Light — Partial Availability

Duquesne Light Company programs are also partially open as the utility prepares for the next program phase.

Projects in western Pennsylvania should be reviewed carefully to determine what funding is still available before the transition period accelerates. The Instant Discount program is closed small business customers, but may be open for large commercial. It is important to proactively reach out to the utility for confirmation. 

 

What Happens After May 31?

New Pennsylvania utility rebate programs are expected to launch in June 2026 under the next phase of Act 129 programming.

However, there is still uncertainty around:
